St. Petersburgh, March 22, 1911,

I saw Acting Minister of Foreign Affairs this afternoon, and he told me that now that the Chinese Government had yielded on the question of the appointment of a consul at Kobdo, he took a more hopeful view of the situation. Negotiations on the monopoly question were being conducted at Peking by the Russian Minister, and he trusted that a satisfactory solution would be arrived at.
